The board voted to recommend approval of a Special Use Permit and associated variances that would allow the expansion of the Neighborhood Business District (NBD) overlay and construction of a three‑story building with 39 multifamily units at 308, 330 and 342 East Ninth Street. The consolidated site encompasses approximately 0.77 acres and will be developed as a fully residential, three‑story building with 57 onsite parking spaces provided in multiple ways, staff said; the applicant accepted staff’s recommended conditions.
Staff noted earlier approvals and changes to the site and recommended approval with conditions that include submission of a full landscape and irrigation plan, a declaration of restrictions requiring development consistent with the signed and dated project plans, and compliance with a parking management plan. The project proposes design and amenity points under the NBD ordinance (balconies, landscaping, two art pieces at entrances) to justify density and height incentives. The board unanimously approved the application with conditions.
The applicant said the design was revised to provide additional landscaping buffers requested by staff, and the project team accepted conditions. No members of the public offered opposition at the hearing. The item will proceed to city council for final action, and staff will require the conditions to be satisfied at site‑plan and concurrency review.
