Miss Kelly, speaking for the county health department, said the agreement was originally drafted before recent legislative changes and that county staff updated the contract language to clarify that expenditures of funds not required for Health First Indiana are allowed. "The original agreement was drafted before these most recent legislative changes have occurred. So it it occurred to me after the meeting that we really should include this language just around, the expenditure of funds that are not required for Health First Indiana," Kelly said.
Commissioners discussed the item briefly. Commissioner Madera said she would support the amendment despite frustration with recent legislative requirements. The motion to approve the amendment passed by voice vote, recorded as "aye;" the chair announced the motion carried three‑zero.
