Staff told the committee the city received a $2.4 million EPA grant to construct the wildlife viewing pier at Bay Beach; the consultant’s proposal separates a $41,700 scope to update the bid package and approximately $65,400 for permit support (time-and-materials not-to-exceed). Staff said several permits remain current but others must be updated because the project’s initial design work dates to February 2019.
Committee members moved and approved the hiring authorization by voice vote. Staff said they expect permit updates will not reach the maximum not-to-exceed amount because some permits are already in hand.
The consultant contract authorization allows staff to proceed to solicit bids once documents and permits are current. Construction funding is available from the EPA grant; staff will proceed per procurement rules.
