The Coppell City Council on June 10 approved a detailed plan amendment to PD 301 that allows a five‑story TownePlace Suites hotel to be constructed on Lot 7R2 of the Victory Coppell development and revises the concept plan for the remaining portion of Lot 6R2.
Planning staff said the proposal would combine Lot 7R and a portion of Lot 6R, enlarging Lot 7R2 to 2.46 acres and reducing Lot 6R2 to 0.88 acres. The hotel is proposed at 76,346 square feet with 131 rooms; under the revised plan Lot 6R2’s building footprint would shrink from roughly 13,800 square feet to about 6,250 square feet, staff said. Ms. Perron Boswell, planning staff, noted the developer will need to replat the lots and obtain administrative approval of a detailed plan before permitting, provided materials and landscaping comply with the concept plan.
Why it matters: the council allowed a limited parking exception tied to operational mitigations. Perron Boswell told council that "the applicant is requesting an exception to the required parking and has explained the reasoning" in a letter that cites frequent airport travelers and a complimentary shuttle service. Staff recommended the variance because the broader development offers shared parking and because adjacent recent approvals included similar relief.
Supporting details: the city’s parking requirement for the hotel was 146 spaces (one per room plus meeting‑space requirements); the applicant proposed 132. The Planning and Zoning Commission recommended approval subject to conditions including: (1) any additional engineering comments be resolved during detailed review; (2) signs and any building material changes be consistent with the PD or require council approval; (3) the total parking for TownePlace Suites be allowed as depicted (132 spaces in lieu of 146); (4) any change to in‑room kitchen amenities be subject to council approval; (5) a free shuttle service to and from DFW Airport and surrounding businesses shall be provided; and (6) all remaining PD conditions apply unless specifically amended.
Applicant and timing: the applicant’s representative, Haran Desai, said the TownePlace brand is an extended‑stay product typically used for 3–7 night stays and estimated construction would begin in late 2025 with an approximately 18‑month schedule, projecting an opening in 2027. Council members asked about parking, shuttle capacity and whether the hotel might operate more like an extended‑stay apartment; Desai replied the licensing agreement and building configuration are hotel‑focused.
Council action: Council member Prem Kumar moved to close the public hearing and approve the PD conditions; Council member Hill seconded. The motion carried with recorded votes in favor by Walker, Nevills, Prem Kumar and Matthew Hill and none opposed.
Next steps: the developer must complete a replat and secure detailed plan administrative approval prior to permitting and must provide the shuttle service and meet the other PD conditions before occupancy.
