Ken presented the reconciled 80% construction estimate (presented in committee materials as approximately $16.0 million) and a set of bid alternates: (1) solar on the new building roof; (2) solar on the existing building; (3) Level 3 EV charging at the canopy; and (4) HVAC replacement in the existing garage (the latter noted as exceeding $1 million and unlikely to fit current contingency). Ken said accepting all alternates would reduce contingency to an estimated $344,000, which staff viewed as insufficient; the committee indicated it was likely to include the new‑roof solar alternate in the base bid if pricing permits and consider the existing‑roof solar as a later change order if additional funding (grants) is secured.
Members discussed Eversource interconnection and new federal incentives. Ken said staff is seeking clarity on recent federal legislation and tax‑credit/direct payment guidance; a tax accountant recommendation was discussed for evaluating available incentives. He also noted the Green Communities grant program could provide up to $1 million for solar. Staff intend to advertise in August and bid in September but will continue prequalification meetings with general and electrical contractors.
No formal votes were taken on alternates; the committee asked staff to continue refining estimates and pursue grant/tax‑credit analysis.
