Commission approves consent items including zoning consolidations, OPEB evaluation and multiple public-works resolutions

The Jefferson County Commission approved a set of consent and committee items that included planning, finance, procurement and public-works matters.

Planning staff presented two split-zone consolidation cases: one in the Gardendale area consolidating agricultural and other designations, and a second in the northwest county that would bring a tract currently used as a residence into uniform county zoning (I-3 and C-3 consolidation). Both planning items were moved, seconded and approved by voice vote.

Finance reported routine items—an unusual demand report, commerce report, purchasing exception and agenda reports, and a procurement card statement—and presented an agreement with Kavanaugh McDonald to perform the county’s OPEB evaluation for audit purposes. The commission moved and approved the finance items in the consent process.

General services reported five revenue-generating municipal election service agreements; commissioners asked no substantive questions and approved those items. Public-works and roads items included right-of-way agreements with Southern Light LLC, a construction contract and renewal related to Farmer Street and a series of pay resolutions and property purchases for park and sewer projects. A Commissioner noted long-term work on the Palm Street bridge and said the project is "almost $2,000,000," describing it as a full bridge replacement.

The Board of Equalization presented a lease matter and Environmental Services presented eight items; both reports were approved by voice vote. Many items were approved by voice without roll-call tallies in the public record. Specific contract numbers, ordinance numbers, and detailed dollar amounts for several capital and procurement items were not provided during the meeting.
