Commission backs rezoning at 320 S. Walnut, citing transition to higher-density uses

The Stillwater Planning Commission voted 4-0 to recommend that City Council approve map amendment MA25-04, rezoning 320 South Walnut Street from RSS (small-lot single-family residential) to RT (two-family residential).
Josh Brown, development coordinator with the City of Stillwater Development Services, presented maps and said the comprehensive plan designates the site for low-density residential but that nearby RTM and RMI zoning and multifamily uses exist to the east and southeast. Brown explained the planning commission previously reviewed a similar request and recommended denial when no development plan was provided; the applicant withdrew the prior request before City Council review and returned with additional information.
Aaron Ferguson of Bancroft Design said the developer evaluated multiple zoning options; RT provides flexibility for townhome lot sizes and use types and better fits the developer’s plan for townhomes than RMI or RSS. Ferguson said site-specific issues (parking, dumpster location) have been addressed to staff’s satisfaction and that the property meets dimensional requirements under RT.
Commissioners said RT is a more appropriate transition from apartments across the street to the Westwood single-family overlay to the west. After discussion a motion to accept staff findings and recommend approval to City Council passed on a 4-0 vote.
The rezoning recommendation will be forwarded to City Council for final action. The applicant indicated a concurrent specific use permit application would seek approval to allow townhomes on the site.
