Madison County delays final CIP vote; board reviews financing schedule and reimbursement resolution from bond counsel

Mister Weakley briefed the board on outstanding items for the capital improvement plan and financing schedule and said the chairman and vice chair would meet with staff to refine project estimates.
Weakley said staff found items that needed more information — for example, pointing and brick work at a school — and that outside estimates will be sought before the board finalizes the CIP list.
Jennifer Warren (referred to in discussion as Miss Warren) told the board the CIP finalization had been pushed to July 22 so staff could complete follow-up work. She said Davenport would prepare an RFP to shop financing options after the CIP list is finalized.
Weakley and Miss Warren both noted a reimbursement resolution drafted by bond counsel, Sands Anderson, and submitted to county counsel for review. Staff described the resolution as standard practice: it signals the county’s intent to finance identified projects while preserving flexibility on the final borrowing amount. “I do wanna point out that while that may have a number, I think, of 4,000,000 in there, that most certainly does not say you have to borrow that,” Weakley said.
Board members agreed to reconvene with further cost details and set July 22 as the date to finalize the CIP list; staff scheduled another meeting this week to gather ambulance procurement information and compare lease-versus-buy options.
No formal borrowing decision, ordinance or bond authorization occurred at this meeting. The reimbursement resolution was presented as a draft prepared by bond counsel; the board asked staff and counsel to return with finalized figures and any required RFP language.
