Board authorizes Clay County Social Services to run federal fingerprint background checks via JPA with Minnesota BCA

The Clay County Board of Commissioners authorized a joint powers agreement July 8 allowing Clay County Social Services to request federal fingerprint-based background checks through the Minnesota Bureau of Criminal Apprehension (BCA).
Quinn (Clay County Social Services) said the sheriff's office had been running federal fingerprint checks for social services, but an audit showed the sheriff could not share the results with social services. Social Services completed the Criminal Justice Information Services (CJIS) security audit and developed procedures and policies to meet FBI and BCA compliance standards.
Quinn said the JPA does not obligate the county to use the BCA as the sole vendor but formalizes the county's ability to request and securely store federal fingerprint results. Staff also said they are exploring an alternate process with DHS that might be more expedient, but that timelines remain generally two to four weeks.
Commissioner Kravanoff moved to authorize execution of the JPA; Commissioner Bair seconded. The motion carried by voice vote.
Social Services and IT will proceed with implementing the JPA and secure storage procedures in accordance with CJIS standards; no change in background-check timelines was promised.
