Resident urges borough to dredge catch basin after recurring neighborhood flooding

Susan Durham, a resident at 1027 Dale Drive, told the council during public comment that stormwater pooling behind her property has repeatedly overflowed, leaving eight inches of water in yards and a catch basin she described as "filled with sludge." Durham said she has lived in the neighborhood since 1999 and that the overflow recurs every five to six years.
Durham said borough crews had shoveled the entrance to the catch basin after the most recent storm but that the basin needs a dredge and cleanout rather than temporary clearing. She asked whether the work is covered by the existing budget and asked staff to investigate responsibility since the basin sits on a neighboring property she identified as belonging to a private owner.
A staff member asked whether the basin is on the resident's property; Durham said it is on a neighbor's property and that past owners had placed it many years earlier. Durham said there was sewage in the basin the last time it overflowed and expressed concern about children playing near the water. She offered to meet after the meeting and provide photos and video.
Councilor and staff follow-up requested inspection and a determination of whether a dredge/cleanout can be scheduled and whether budget funds or a grant will be needed.
