The bid opening and award recommendation shown in the engineer's correspondence dated 06/26/2025 listed Cronin Enterprises LLC as the apparent low bidder at $384,500 for the Phase 3 work. Council members and legal counsel described a significant spread between that bid and other bidders and said they wanted the borough engineer's specifications and the bidder qualifications reviewed before proceeding. One council member said the project came in roughly $30,000 over the engineer's estimate and asked for more detail on how the engineer vetted the low bidder.
Legal counsel advised the council that the standard for public work is to award to the lowest responsible bidder and that disqualifying a low bidder requires specific, documented instances showing the contractor is not responsible. The borough engineer reported no concerns with the bidder's qualifications. After discussion about potential litigation risks and the protections available (performance bond, engineer oversight), council members voted to table the contract award while staff provides the bid specifications and supporting documentation about bidder qualifications.
Separately, council adopted Resolution 13-71 authorizing the council president and borough manager to execute documents with the Commonwealth Financing Authority to pursue a Multimodal Transportation Fund grant of $847,200 for Green Tree Road Sidewalk Rehabilitation Phase 5. The grant, the agenda packet stated, would cover approximately $247,800 of a related sidewalk project cost.
Council did not award the Phase 3 construction contract at the July 7 meeting; members asked staff and the borough engineer to provide the bid specifications, the bidder qualification documentation, and any past-project references for the apparent low bidder before the matter returns to council.
