Planning Commission approves subdivision plats and updates water/sanitary specifications

The Fairhope Planning Commission considered several subdivision and standards items and approved staff recommendations on each.
Rockwell Place (SD 25.08): Staff presented a final plat for Rockwell Place, a 10-lot commercial subdivision of about 13 acres on the east side of Highway 181. Staff noted shared ingress/egress locations serving lots 1'8, separate access for lots 9 and 10 to Bushel Drive, water service notes (lots 1'9 to use the Highway 181 main; Lot 10 to connect to the Bushel Drive line), a required multiuse path along Highway 181 and a 30-foot-wide greenway along the north and west boundaries. The commission opened and closed the public hearing with no public speakers, moved to approve SD 25.08 and the motion passed.
El Pizzo / Tulott Minor Subdivision (SD 25.09): Staff described a two-lot minor subdivision at 8100 McGowan Drive in the M-1 district intended to subdivide a southern portion for future development. Staff noted a temporary 15-foot drainage and utility easement around the perimeter that will be abandoned when future development relocates drainage, that all lots are within 450 feet of a fire hydrant and that sidewalks currently do not exist along McGowan Drive; the applicant requested a sidewalk easement in lieu of immediate sidewalk construction. The commission opened and closed the public hearing (no public speakers), moved to approve SD 25.09 subject to staff recommendations, and the motion passed.
Magnolia Beach Estates (SD 25.12): Staff presented a previously approved project whose approval had expired. Staff recommended approval of the resubdivision with conditions, including acceptance of a sidewalk easement in lieu of immediate sidewalk installation because existing utilities and mature trees would be impacted. Public commenter Sean Richmond asked that the easement be granted to avoid removing a large oak and an underground AT&T fiber panel at 104 Harrell Street. The commission approved SD 25.12 subject to staff recommendations.
Water and sanitary sewer specifications (Resolution 2025-04): Staff summarized minor amendments to the standard specifications for constructing sanitary sewer and water facilities (division 2). The changes clarified that water lines must be a minimum of 18 inches vertically above sewer lines, required LED lighting for structures such as lift stations and pump houses, corrected a numeric reference ("2 20" corrected to "240" or similar in the text) and added clarifying language about uniform sanitary sewer slopes and piping configuration. The commission moved to approve Resolution 2025-04 amending Article 6 (division 2) of the subdivision regulations and the motion passed.
Several items noted for follow-up included final utility coordination with Fairhope Public Utilities at the time of development, labeling lots on final plats, and recording requirements (final plats generally must be recorded within 120 days of approval per staff notes).
