Councilmembers discussed whether to present the Charter Review Commission’s recommended changes to voters as one combined ballot item or as two separate items, particularly because salary adjustments were part of the review.
City Attorney Thad Boggs and councilmembers said there was no legal necessity to split the recommendations, and a majority favored a single ballot question for simplicity. Councilmembers noted the budget impact of the proposed salary changes was minimal and not a make‑or‑break issue that warranted a separate question.
The council agreed the recommendation will move forward as one ballot item in November; staff will prepare the final ordinance language and attachments for the second reading and public review.
