Councilmembers moved on first reading July 7 to award the Green Gate Boulevard construction contract to Strauser Paving Company after staff opened bids and reported Strauser as the low bidder with an engineer’s estimate notably exceeded by favorable bids.
Construction Director Bill Sims said the city opened bids that evening and recommended the low bidder. Development Director Lucas Hare said the Green Gate roadway obligation arises from a 2017 TIF agreement requiring the city to construct a roadway connecting Howell Industrial Parkway to Green Gate Boulevard no later than 2025. Hare said the city has been accruing contributions from developers (including an apartment developer known as Redwood) in a dedicated agency fund for the roadway and that additional funding will be needed to cover inflation and final contract costs. He added that future Kroger‑area development will boost TIF receipts.
The ordinance authorizing the mayor to enter into the Strauser contract was moved to full council; at the regular meeting later the council waived second and third reading and adopted the ordinance as an emergency to meet schedule constraints.
