Board Chair Brian Nichols opened discussion of Policy 185.4, the committee’s proposed title and role, noting the item was before the committee for a second reading.
“After going to the Board of Education, there were concerns brought forward regarding evaluating, recommending changes with the diversity, equity, and inclusion lens,” Nichols said, and added that “it was clarified that any amendment or denial with this justification would still be brought to the full board of education.”
Board member Juan Romero said the committee’s review is intended to provide an extra set of eyes rather than to block hires: “It just gives an extra space to be able to put eyes on something beforehand,” Romero said, describing how the committee historically helped flag questionable hires before they reached the full board.
Dr. Bryan Garrison, district administration, cautioned the committee about added meeting load and said staff can answer questions outside of meetings; he noted the earlier practice of meeting shortly before televised board meetings to approve additions to personnel lists. Board member Tom Hankins said the extra step may be “clumsy at first” but could streamline board-level work once the process is established.
Committee members discussed practical implementation — whether the committee should meet on Mondays before Tuesday board meetings, hold two meetings per month, or convene as needed for urgent recommendations — and agreed to add meeting-time language to the policy. The committee also directed staff to clarify the policy’s language on how recommendations are presented and how the committee documents its review.
Motion to approve Policy 185.4 with the discussed edits was moved and seconded; the motion carried 3–0.
The committee recorded its intent to include meeting-date guidance (regular board meeting timing) in the policy text and to retain the procedural note that any denial or amendment made by the committee would still be forwarded to the full Board of Education for final action.
