ZBA approves Baxter Place lot‑creation variance; small existing lot expanded

The Alton Zoning Board of Adjustment voted unanimously Thursday to grant a variance allowing a boundary line adjustment on Baxter Place Road that will increase a 0.29‑acre lot to roughly 0.67 acres.
Applicants Jeremiah Vandernutt and Jillian Cody said they plan to purchase a 0.38‑acre portion from adjacent owners to enlarge their lot, with the long‑term intent of adding a garage. The proposed adjusted lot will still be under the two‑acre standard for the rural zone, so the applicants sought a variance to permit a smaller lot size.
Board members reviewed the variance worksheet in public session and found no factual evidence that the adjustment would diminish surrounding property values or create a public nuisance. The board concluded the request satisfied the statutory tests for hardship and reasonableness because the change reduces the degree of nonconformity and responses to the lot’s historical circumstances.
The board approved the variance for Article 400 §4‑52(a)(1) and advised the applicants to proceed with planning‑board and permitting steps required to finalize the boundary adjustment.
