Pulaski County sheriff details ORV registration process and wins longevity credit for two officers

Sheriff Chris told the Pulaski County commissioners that the countys recently passed ORV ordinance requires vehicles to carry proof of insurance, an SMB sign, headlights and taillights and to complete an inspection before receiving a county-issued sticker. He said people may pick up forms at the jail or have officers bring forms to them; a $25 cash fee will be collected when the sticker is issued. "We're not gonna take enforcement action until July 1," Chris said.
Chris also asked the board to grant prior-service longevity credit for two officers with previous law-enforcement experience, identifying them as Sergeant Seth Martin and Sergeant Matt Pickens. Chris said the request is intended to standardize longevity credit for hires who come to Pulaski County from other departments so prior training and experience are recognized. He said the adjustment would not immediately affect Sergeant Martins pay but would move him forward in years-of-service calculations; for Pickens Chris said the proposed change would raise Pickenss hourly rate from $29.75 to $30.78.
Commissioners discussed recruitment pressures and the difficulty of hiring and retaining officers. Several commissioners and staff noted higher starting pay in nearby jurisdictions and the training costs the county avoids when hiring lateral candidates who are already academy-trained. After discussion, a motion to grant the longevity credit for the two named officers was called and approved by the board.
The sheriffs office said the ORV sticker color was changed from orange to yellow after some sample stickers went missing and that the inspection and sticker process has already begun for residents who have come forward. The office said inspections are being performed now but enforcement will not begin until July 1.
The board did not set other new enforcement deadlines at the meeting; commissioners asked staff and the sheriffs office to continue outreach and to provide the forms and inspection schedule to the public.
