Borough outlines ARPA reallocation options and accepts $53,000 fisheries disaster grant for economic projects

Finance and staff briefed the Kodiak Island Borough Assembly on Jan. 30 about several packet items, including unspent American Rescue Plan Act (ARPA) State and Local Fiscal Recovery Funds (SLFRF) and a separate fisheries disaster grant.
Staff reported the borough received $2,524,709 in ARPA SLFRF funds (half in Oct. 2021 and half in Oct. 2022). By late 2024 the borough had spent $778,157, leaving $1,746,553 unspent. Staff presented a prioritized list of candidate projects and contingency uses and reminded the Assembly of federal deadlines for obligation and reporting. The proposed list included several items; staff recommended ordering projects so funds could be obligated or reallocated as required by the grant terms.
Separately, staff said Kodiak is eligible for $53,000 in disaster funds tied to crab-fishery die-offs in 2021–23 and recommended appropriating those funds to a fisheries economic-development project budget. The money had already arrived, and staff planned to place it in the fisheries economic development project account subject to ordinance acceptance.
Assembly members discussed reordering priorities so that abatement and demolition for two properties (previously prioritized lower) would be higher on the list and to move a short-term health-insurance replacement contingency lower, arguing the abatement work has existing obligations. No appropriation votes were taken at the work session; the items were scheduled for public hearings and formal action at the regular meeting.
