Board updated on bulk water agreement; Marshall County treatment plant design to be bid this summer

Valerie, a staff member, updated the board on the three‑way purchase‑and‑sale agreement executed in May 2020 among the Water Resources Board, Marshall County and the Consolidated Utility District. She displayed service‑area maps showing the board’s service area, the consolidated district’s service area, and Marshall County’s location relative to the system.
Valerie reported that the agreement included a minimum five‑year schedule tied to when the board began conveying water to the Consolidated Utility District (service to Marshall County began in September 2020). The county’s engineer, Matthew Tucker with James C. Haley, is finalizing design and plans to bid the new treatment plant this summer with construction expected this fall. Valerie also noted permitting activity for a new raw‑water intake and raw‑water line appears on TDEC’s website.
Staff said the county is meeting the extended six‑ to seven‑year requirements in the agreement. No change to the board’s wholesale price was proposed at the meeting; staff said a cost‑of‑service study currently under way may affect future pricing and the study’s timing may overlap the remaining year of the agreement.
