Airport board adopts PMCD/GA leasing and rent policy updates after FAA review

The Truckee Tahoe Airport District board on Dec. 4 approved a package of clarifications and updates to PMCD/GA leasing, flex rents and fees intended to align hangar and lease practices with FAA grant-assurance guidance and long-standing staff concerns.
Jeff Manasco briefed the board on seven areas of proposed change that were identified during an FAA land-use compliance inspection and by tenant-use questions. Manasco said the district—s draft policy updates were reviewed by California counsel and by Kaplan Kirsch & Rockwell (aviation counsel) to confirm they are consistent with state law and FAA obligations.
"A bunch of this was identified during the FAA report," Manasco said; he added staff has been communicating proposed changes to tenants since last summer and the revisions are intended to improve stewardship and consistency in hangar utilization.
After brief clarifying questions from directors, a motion to adopt the PMCD/GA changes (incorporating minor edits discussed on the record) was made, seconded and adopted by roll-call vote.
Vote tally (roll call): Director Diamond: yes; Director Hetherington: yes; Director Odette: yes; Director Rolfe: yes; Director Stevens: yes. Motion carried. The board directed staff to implement the changes effective Nov. 20, 2025, and to continue tenant outreach and compliance work.
Ending: Directors thanked staff for outreach to tenants and for the legal review; staff said they would publish the revised policy, continue tenant notifications and begin implementing the updated processes.
