Denton County adopts Economic Incentive Policy and approves Bell Textron tax‑increment agreement

Denton County Commissioners Court adopted the Denton County Economic Incentive Policy (effective Dec. 17, 2024) and approved multiple Tax Increment Reinvestment Zone (TIRZ) participation agreements and a tax‑increment incentive agreement with Bell Textron Incorporated.
The adoption followed a public hearing conducted under Texas Tax Code Sec. 312.002. No members of the public spoke during the hearing. Commissioner Mitchell moved to open and close the hearing and later moved to adopt the policy. Commissioner Evanson seconded the adoption; the court recorded a unanimous vote to adopt the policy.
County staff thanked Rena Maloney for drafting the incentive guidelines and criteria. The new policy sets county guidelines and criteria under Texas Tax Code Chapter 312 for evaluating and approving economic incentives and participation in tax‑increment zones.
As part of the same agenda block the court approved interlocal participation agreements to join or amend multiple TIRZ/TIF arrangements with the cities of Lewisville, The Colony, Flower Mound and others. The court also approved a tax‑increment incentive agreement with Bell Textron Inc.; the court found the subject property and the proposed incentive package met the newly adopted Denton County Economic Incentive Policy criteria.
