Planning committee recommends administrative UDO text amendments; community area plans update to continue outreach

The Planning and Zoning committee reviewed a package of mostly administrative and operational text amendments to the Unified Development Ordinance (UDO) and recommended forwarding the measures to the full council for adoption.
Committee members described the text changes as administrative fixes and not departures from existing policy. “They don’t constitute a departure or any new policy, and they're just trying to remove some kinks that have come to light,” a committee chair said.
The committee also received a brief update on the community area planning process. Staff described a five‑phase process and said phase 3 (projects and programs) closed Nov. 29; the process will continue with document assembly and review leading to a presentation to the full council in January and a draft release in March. Staff emphasized that the web tool is one component of outreach and that staff remain available for follow‑up meetings with neighborhood coalitions.
Not all councilmembers agreed on how much time the committee had to review the text amendments during the committee meeting; Councilmember Renee Johnson said the committee was rushed and that she had additional questions. Staff and the chair said no formal objection was raised and the committee intended to report the matter to full council as recommended.
What’s next: Staff to provide assessments of the overall impact of the UDO text amendments and continued outreach on the 14 community area plans ahead of full council consideration in January and the planned March draft release.
