Amarillo councilmembers spent a portion of the meeting debating how to advise Buc-ee’s on using a $275,000 community-donation provision in the company’s economic-development agreement.
City Attorney McWilliams clarified legal mechanics: the funds are a charitable donation from Buc-ee’s and do not pass through the city’s coffers. “All you’re doing… is for you to give them direction,” McWilliams said; Buc-ee’s may donate without the city’s intervention. Council members debated whether the city should direct the donation centrally, divide the funds evenly across dozens of nonprofits, or appoint a community panel to vet applications.
Some councilmembers favored spreading the money broadly; others said the council should make focused allocations. Several members pushed for a transparent, citizen-driven process — for example a small selection committee — while others proposed letting each council member nominate organizations from their district. One practical compromise emerged: each councilmember will submit recommended recipients to the city manager, who will compile and forward the council’s advisory recommendations to Buc-ee’s.
Council emphasized the recommendations will be non-binding: Buc-ee’s is legally free to accept or reject the city’s advice. City staff will assemble the submissions and report back to the council.
No binding expenditure or formal city allocation was made; the action was limited to a process directive for collecting council recommendations and passing them along to Buc-ee’s for its consideration.
