VDOT reports ditching, paving and SmartScale projects for York County this quarter

Rosie Carroll, VDOT representative, presented the agency's quarterly report to York County supervisors on Jan. 21, covering work from Oct. 1 through Dec. 31 and plans for upcoming months.
Carroll said VDOT received 319 work orders during the quarter and completed 274 (about 86%). Crews completed about 63,000 linear feet of subdivision ditching and performed tree trimming across multiple county streets. Carroll described ongoing projects including slope stabilization and soil-nailing work on Route 199 westbound between Lodge Road and Route 143, an ADA ramp replacement at Route 17 in Fort Eustis and Yorktown streets, and pavement-milling-and-filling contracts planned for summer paving season with a contractor restriction that work not occur between Memorial Day and Labor Day in Yorktown.
Carroll outlined SmartScale and HSIP projects in the pipeline: Route 17 widening (advertised, estimated award late 2026, completion 2027), Route 171 widening and capacity projects, turn-lane HSIP improvements and a Victory Boulevard shared-use path (advertisement targeted 2029, completion 2030). She also described multiple intersection and crosswalk reviews that led to new pavement markings, high-visibility crosswalks, rapid-flashing beacons recommended at one elementary school location (cost estimated about $65,000), and other safety signing/marking work.
Supervisors asked about the extent of Route 17 widening and timing; Carroll said the current SmartScale-funded project does not include widening to the bridge and that no other widening is in the six-year plan at this time. She also noted lane-closure windows for large design-build projects are typically set to off-peak hours and that contractors can propose adjusted windows subject to engineering review.
