Board approves 8-foot decorative metal fence on Royal Lane

The Dallas Board of Adjustment on Jan. 21 approved a request to construct and maintain an 8-foot-high decorative metal fence at 4544 Royal Lane.
Applicant Richard Powell told the board repeated trespassing and vehicle break-ins left his household feeling unsafe; he proposed an 8-foot wrought-iron fence that would connect to an adjacent neighbor’s existing fence. Powell said neighbors were notified; city staff mailed notices to 11 nearby property owners and received one written support from the immediate neighbor to the west.
Staff displayed Google imagery and neighborhood photos to show fence patterns along the block. Board members said the proposed fence’s openness — decorative metal that lets sightlines through — and the presence of other tall fences on nearby properties reduced concerns that the new fence would create a tunnel effect or otherwise harm neighboring properties.
Phil Sayuc moved to grant the special exception subject to compliance with the height and location shown in the submitted plans; Jay Neri seconded. The motion passed 5-0. The board and staff clarified that building-inspection enforcement will reference the submitted plans and that the approved elevation is an 8-foot-high metal fence (with decorative finials included within the 8-foot height).
