Mister Bingham presented a contract with Principal Engineering Inc. for Fairfield & Oakland drainage improvements (project P251001) not to exceed $787,285.30. The scope includes a major reinforced‑concrete pipe installation across Airline Highway, additional culvert and ditch improvements, and coordination with CPKC to install three 42‑inch pipes beneath the railroad right‑of‑way.
The council also approved environmental services agreements with Elos Environmental LLC for the Turtle Pond pump station (project P250901) at a not‑to‑exceed amount of $89,000 and for the Fairfield & Oakland project at $73,999. Bingham said the environmental work is required for permitting and upstream drainage mitigation.
Council members clarified that resident project representative services were budgeted (an allowance of $110,000 was included in the engineering contract) and that railroad work would follow a construction and payment model similar to recent work in Norco, where the railroad performs the excavation and installation under contract to the parish to reduce mobilization costs.
Council approved the agreements unanimously.
