Board approves livestreaming policy, personnel recommendations and two procurement awards

The Berkeley County Board of Education took a series of formal actions Nov. 3, following an executive session and several committee meetings.
In open session the board announced votes taken during executive session. Mr. McClellan moved to deny two student attendance appeals; the motion was seconded by Miss Bradley and the board recorded the vote as 8–0 to deny the appeals. In a separate motion, the board voted to accept the personnel recommendations presented in executive session; the motion (moved by Mr. McQuillan, seconded by Miss Coates) also carried 8–0.
Committee votes and procurement approvals during the meeting included: a head start budget and credit report and prospective hires approved by the committee (vote recorded 3–0); two competitive procurements for recurring supplies were awarded after committee review. The grounds department chemical and lawn care supplies IFB (IFB 7472526) was awarded to Green Resources LLC for an initial one-year term estimated at $216,000 with automatic annual renewal options for up to four additional years (estimated five-year value $1,080,000). A construction carpentry-supplies IFB (7492526) was awarded to Capital Materials Coastal for an initial one-year term estimated at $112,000 with similar renewal options (estimated five-year value $560,000). Both contract awards were approved in committee by recorded committee votes of 3–0.
Policy actions included a second reading and approval of an updated unencumbered-time policy aligning with state guidance (policy IN), and a new board-meetings livestreaming policy (BCBA) updated to reflect a 2025 South Carolina statute requiring districts to livestream board meetings. Both policies passed on second reading in committee and were forwarded by the committee as recorded.
The board adjourned to committee meetings after open session and completed the committee votes; no litigation or legal settlement actions were announced publicly.
