City planning staff (Jack) opened the staff report that accompanies the October Planning and Zoning Commission packet and said the city has recorded 15 building permits for the calendar year and 82 permits for the fiscal year to date. Jack explained the variance was driven by a prior one-time surge of townhome permits that were recorded in a short period and that monthly totals fluctuate accordingly.
Jack said demolition activity has begun at the Smithville Shops site, including removal of front buildings and preparation of building pads and parking reconfiguration. Jack also proposed moving the employment center overlay consultant presentation from the staff-report section to the public-hearing portion of the agenda for consistency; the commission approved that change by voice vote.
On timing, Jack said agenda items dependent on Missouri Department of Transportation review of traffic (items noted on the agenda) should be delayed until MoDOT provides its comments because the department controls access permits on Highway 169. Staff asked that the commission bump those items at least one month while MoDOT completes its review and advised commissioners that detailed access and traffic mitigation will be addressed during site-plan review when a developer submits a concept plan.
