Elkhart board fines industrial user $500 for late monitoring reports

The Elkhart Board of Works voted Oct. 21 to find Voyant Beauty (permit #98-01) in significant noncompliance for failing to submit a self-monitoring report and an industrial user process report by the required deadlines and assessed a total penalty of $500 under the enforcement response plan.
Steve Brown of Public Works explained the facility conducted monitoring but submitted the self-monitoring report 46 days late and the industrial user process report 107 days late. Brown said the reports were only submitted after city staff notified the company and that the facility attributed the lapse to a change in personnel.
No company representatives addressed the board during the hearing. The board approved the finding of violation and the penalty by voice vote.
