The Elkhart Board of Works declared an emergency on Oct. 21 for a water-main repair on Beck Drive after a vehicle apparently drove over and damaged a 12-inch service box feeding a private facility.
Martin Offsinger of Public Works told the board the high groundwater and the volume of water from the leak exceeded the distribution group's repair capacity, and the city contracted HRP to assist with repairs. Staff reported they placed block under the valve box to provide greater resistance against future run-overs and performed restoration to clarify the area is not a roadway.
The speaker said the repair may require an appropriation if the final invoice exceeds current construction funds. The board approved the emergency declaration by voice vote.
