Kent County Levy Court on Oct. 28 granted conditional approval to application C‑25‑02 for a 199‑foot monopole telecommunications tower on the south side of Willow Grove Road.
Regional planning staff said the site is zoned AR (agricultural‑residential), is 0.06 acres, and lies outside the growth zone. The Regional Planning Commission recommended approval, noting the use is permitted in the district and complies with conditions of approval; RPC staff also recommended a safety light at the tower top.
Applicant David Grigonis of Level Up Towers said the site addresses a coverage gap shared by T‑Mobile, Verizon and AT&T and that the company uses carrier RF data and industry software to identify coverage needs. Grigonis said the FAA does not require a top light for the location but that the company will install a red blinking safety light if the county requires it. He described setbacks and site design considerations and said the structure is engineered to collapse inward if structural failure occurs; he also said the site will be insured.
Commissioner Hertz moved for conditional approval with the added condition that a red blinking safety light be installed at the top of the tower; Commissioner Angel seconded. The motion passed on a roll‑call vote of seven ayes and zero nays.
The approval record includes the RPC recommendation report and tonight’s public‑hearing testimony. The applicant noted coordination with the tax‑ditch authority on setbacks and wetland setbacks; final site design and any carrier agreements will be addressed in subsequent permitting and lease processes.
