John Taylor, deputy branch director for HHSA’s Economic Mobility Branch, told the board the contract funds direct provider payments and related education, parent‑education and provider training services. Taylor said SCOE historically has been the only respondent to county solicitations for administration of these mandated services and that the contract costs will be fully reimbursed by the state Department of Social Services without a county match.
Taylor highlighted SCOE activities from July 2024 through May 2025, including free CPR and first‑aid classes, outreach events, training for family child‑care providers and behavioral‑health supports for families. He reported monthly averages for Stage 1 childcare participation and said the contract spreads provider payments across multiple childcare centers and family‑care homes.
Public commenters raised governance concerns about SCOE procurement and counsel arrangements; several speakers asked the board to verify oversight and examine budgeted positions and FTE allocations. In response, supervisors asked staff to compile organizational charts and cross‑contract FTE data to ensure the county is not paying more than 1.0 FTE for the same title across multiple SCOE contracts.
Supervisor Matt Plummer moved to approve the agreement; the motion carried 4‑0. Board members emphasized that approving the state‑mandated pass‑through contract does not preclude further oversight work and that staff will provide the requested budget and staffing clarifications.
