County holds public hearing on multiple rezoning requests; most drew no opposition

Greenville County held an informational public hearing on a series of rezoning dockets. Staff presented details on each request and applicants or their representatives described proposed uses; in most cases no members of the public spoke in opposition.
CZ-2025-054 (259 Beacon St and 101 Orr St): Applicant Guadalupe Villar, for Justin M. Morris of Morrison Lane Solutions LLC, requested a change from NC (neighborhood commercial) to NCMC (neighborhood commercial, major change) to allow a single-family residential land use, increase the district’s maximum gross building square footage from 3,000 to 3,584 and permit an apartment above a proposed garage. No applicant representative or public speakers appeared at the hearing.
CZ-2025-055 (212 Gridley St, 214 Morris St, Bailey St): Jessica R. Chapman of Site Design Inc., representing the Greenville County Redevelopment Authority, presented an FRD (flexible review district) major-change request that would remove the southern 1.03-acre parcel from the FRD and rezone it to R-7.5 for single-family homes. Chapman said the redevelopment authority determined the townhome product was cost-prohibitive for its workforce housing goals (insurance costs added roughly $400 per month under the townhome regime), so the south parcel would be converted to single-family while the north side would remain as previously approved.
CZ-2025-056 (913 & 915 Lakeview Circle): Owners Clayton and Tara Pacala requested rezoning from RS to R-15 to subdivide and construct a new single-family home adjacent to 915 Lakeview Circle. The applicant described lot-line and square-footage constraints under current RS zoning and said the requested R-15 zoning would better match surrounding lots.
CZ-2025-057 (10696 Old Whitehorse Rd & McElhaney Rd, Travelers Rest): Joseph M. Turner asked to rezone the vacant 1.85-acre parcel from C-2 to RS for a single-family residence. Turner said he had spoken with neighbors and received support; a council member noted surprise that the parcel had been C-2 and expressed support for returning it to residential.
CZ-2025-058 (1451 Donaldson Rd & Augusta Rd): Justin M. Beasley presented a request to rezone a 3.32-acre parcel from C-2 to S-1 for distribution (welding-supply/distribution business) and indicated a petition in favor had been submitted.
Process: For each docket staff noted the hearing was informational. Staff advised that the Greenville County Planning Commission will make recommendations at its meeting (staff referenced Aug. 27, 2025) and the Planning & Development Committee will review and prepare recommendations to council. The county encouraged written comments and attendance at subsequent meetings.
