City building official Huddleston and Fire Marshal Tom Santos presented an ordinance (No. 2025‑1256) to adopt the 2025 California Building Standards Code (Title 24) with local amendments and to update local municipal code sections that reference the statewide standards. The council introduced the ordinance by title and waived further reading, then set a public hearing and adoption for Oct. 1, 2025.
Tom Santos told the council the fire code updates are largely technical but include recently adopted statewide provisions that address the storage, use and handling of lithium‑ion batteries — an area of heightened attention for fire departments and building code officials. Huddleston explained the code cycle timing and said jurisdictions must adopt the 2025 edition before the statewide effective date of Jan. 1, 2026.
Council members asked clarifying questions about which battery applications the code addresses (commercial battery storage and e‑micro‑mobility/storage in commercial settings) and confirmed the presentation’s procedural recommendation: introduction of the ordinance and scheduling the Oct. 1 public hearing. The council voted unanimously to introduce the ordinance and set the hearing.
