Nicholas Graham told Greenville County the parcel at 931 Anderson Road has long appeared on county maps as R-7.5, though records show it was legally C-2. The matter was discussed during public hearing docket CZ-2025-059.
Staff explanation: Todd (planning staff) explained the parcel was initially zoned C-2 in 1973 and that a 1983 rezoning docket covered a number of neighboring parcels to R-7.5; the specific parcel at 931 Anderson was later shown as R-7.5 on some maps but the county has no record of a rezoning that included that parcel. “That docket in ’83 was to rezone those properties from C-2 to R-7.5… somehow there was an error in the parcel in the zoning district boundaries,” Todd said. He added the county’s legal counsel advised that the proper remedy is a rezoning request to correct the official map.
Fee waiver and variance: Staff told the owner the application fee was supposed to have been waived; staff said they would correct that and follow up with the owner. Staff also said a variance granted in 2022 will remain in place if the rezoning proceeds as requested.
Why it matters: The owner said a variance based on R-7.5 was used to permit previous work and that correcting the map will align the legal zoning record with the property’s long-standing residential context. County staff acknowledged map-coloring and boundary errors occur on occasion and recommended following the formal rezoning procedure for correction.
Next steps: The matter will proceed through the standard rezoning process; staff said they will forward public comments and the application to the Planning Commission for a recommendation.
