Fabens ISD presents ESSA and federal‑grant spending priorities; several grants reduced

Federal grants staff gave trustees a detailed accounting of ESSA (Title I) entitlements and other federal grant programs and said several allocations were reduced for the 2025–26 year.
April Galaviz, who presented the federal‑grants overview, said the district's ESSA entitlements were revised downward after an initial notice. She described required Title I set‑asides (minimum 1% for parent and family engagement, McKinney‑Vento reservations) and how the district currently budgets those funds: instructional facilitators and supplemental teachers are funded in fund 211, a district social worker and at‑risk coordinator are paid with federal funds, and parent engagement and McKinney‑Vento supports (uniforms, PE/band uniforms, supplies, and eyewear for students when needed) are budgeted where allowable.
Galaviz outlined other grants and reductions: the migrant program (Title I, Part C) has substantially less funding but retains carryover to support a migrant specialist and bridge camps; Title II (professional development/recruitment) saw a large reduction from prior years, cutting available stipends and leaving the district to consider local funds to supplement teacher stipends; Title III (emergent bilingual/ELA) remains a healthy allocation with carryover used for software and services; Perkins (CTE) decreased, affecting stipends and industry‑certification assessments; and safety and COPS grant applications were discussed, including the district's COPS request that would fund cameras and a cash match component if awarded.
Trustees asked questions about items purchased with grants (for example, diesel engines and an alignment rack for the CTE/new P‑TECH program), timelines for COPS notifications (on or after Sept. 1) and how grant reductions will be handled administratively. Galaviz said she will amend grant applications and budgets when official award notices arrive. No action was required; the presentation was informational.
