Finance committee recommends Village Board publish and set Nov. 17 public hearing for 2026 budget

Finance Director Renee and Village Administrator Todd presented the proposed 2026 operating and capital-improvement budget, summarizing major cost drivers and uncertainties and outlining the public-hearing schedule.
The staff presentation noted ongoing cost pressures in wages and benefits, a proposed 3% cost-of-living increase effective Jan. 1, 2026, an expected health-insurance premium increase, planned additions to staffing (fleet technician, building-and-facilities hire, library and recreation assistants), and proposed uses of fund balance including $100,000 to the equipment-replacement fund and $75,000 for one-time property-tax relief.
Staff also explained how the 2025 revaluation and equalized value affect the village's share of a tax bill; the example presented showed an estimated village tax increase of about $102 on an average-value home (about 4% of the village share). Major capital items discussed included the Hogan Road (Highway 19) project and borrowing plans to fund the police department addition and a future Public Works building.
After questions and discussion, the finance committee moved to recommend that the Village Board direct staff to publish the full budget and schedule the required public hearing for Nov. 17, 2025. The Village Board later seconded and carried that recommendation.
The recommendation does not adopt the budget; it sets the public-review process and schedule. Staff said the Village Board will consider final budget adoption at the required public hearing following the public comment period and any further adjustments.
