Johnson County approves $337,000 from general reserves for sheriff—s World Cup vehicles, 6-1

The Johnson County Board of County Commissioners approved a motion to reallocate $337,000 from county general fund reserves to the Sheriff—s Office for law enforcement vehicles and equipment intended to support public safety during the 2026 FIFA World Cup. The motion, moved by Commissioner Allen Brand and seconded by Commissioner Myers, passed in a 6-1 roll call vote with Commissioner Ashcraft opposed.

Supporters said the purchases would serve year-round public-safety needs beyond the World Cup, including motorcycles, bicycles and a cargo-style transport van retrofitted with separate compartments to securely separate and transport arrestees. "These motorcycles not only are going to be able to use for World Cup, but also other events," Commissioner Allen Brand said during debate. Sheriff—s Office staff explained the van would provide individualized compartments that existing 15-passenger vans do not have, allowing safe transport of multiple arrestees of differing gender or behavior.

Opponents and public commenters questioned the use of general reserves. Ben Hobert urged the board to avoid using general fund reserves for recurring or discretionary capital needs and argued the sheriff should use capital or forfeiture funds instead. Commissioner Ashcraft said he was troubled by recurring uses of reserves for one-off items and noted that forfeiture funds had already been committed to other projects this year, including a mobile command post and facility improvements.

County staff and commissioners discussed whether federally allocated Host City safety and security funds for FIFA — part of a $625 million national allocation — might offset the county—s outlay. Staff said those funds have been allocated nationally and mechanisms to distribute them are being established, but the timing and amounts available to Johnson County remained uncertain. Staff and the Sheriff—s Office agreed that if those reimbursements arrive they would offset the county expenditure.

The motion approved by the board directs the expenditure of $337,000 to the Sheriff—s Office for law enforcement vehicles and equipment necessary to provide law enforcement services for the 2026 FIFA World Cup, with the expectation that any identified reimbursements would be applied to offset the county cost if and when received.

Vote at the roll call was: Commissioners Fast, Myers, Brewer, Hanslick, Allen Brand and Chairman Kelly — yes; Commissioner Ashcraft — no. The motion carried 6-1.

The board recorded the action and moved on to subsequent agenda items.
