Mayor proclaims Stormwater Pollution Awareness Week; MS4 inspector outlines permit responsibilities

Mayor Dan Yancey read a proclamation declaring the week in September 2025 as Stormwater Pollution Awareness Week for Copperas Cove and urged residents to reduce pollutants in stormwater runoff. Following the proclamation, Brandon Cook, the city’s MS4 technician, explained that the city is permitted by the state as the regulatory entity for its MS4 and that staff (including code enforcement) carry out inspections of inlets, construction-site controls, and land-disturbance activities. Cook encouraged residents to consult the city’s annual MS4 report, available on the city website, for details on best management practices and the city’s inspection and enforcement activities.
Cook noted common sources of urban stormwater pollution — automotive chemicals, yard and pet waste, household hazardous chemicals, trash and silt — and urged residents to avoid discharging such pollutants to streets and storm drains.
The proclamation and presentation were informational; no council action was required.
