District expands MTSS work, adds PBIS facilitator positions funded by wellness grant and anticipated insurance reimbursements

Dr. Lawson showed reading-intervention data for a cohort of English-learner students that indicated progress over the school year: after targeted tier 2 instruction and progress monitoring, nearly 70% of that sampled group reached grade-level proficiency by the end of the year, she said.
The board asked how the district would staff new supports. Dr. Lawson said the district planned to expand PBIS (Positive Behavioral Interventions and Supports) facilitator roles at three schools. Funding for additional positions will come from two sources: a county wellness grant that covers the new positions for three years and a state mechanism allowing districts to submit claims to insurance companies for reimbursable behavioral and social-emotional supports.
"The state of California has a bill that allows us to submit claims to insurance companies," Dr. Lawson said, explaining that the district seeks reimbursement when clinicians or counselors provide billable services identified during enrollment. She cautioned that the reimbursement process will take time and that the wellness grant bridges the district for the next three years.
Board members raised family-engagement questions, and Dr. Lawson said sites already communicate with families about supports; some schools provide explicit parent-facing information while others integrate MTSS work into broader family communication.
