Concord parks bond update: Dorton Park and Academy Gibson pool complete; multiple projects under construction

Staff said Dorton Park and the Academy Gibson McGuinness Aquatic Center are complete. Pool attendance for the season increased by a little over 2,100 visits compared with last year, which staff attributed in part to renovations and increased awareness. Projects currently under construction include Marvin Caldwell Park (with added water and gas lines, restrooms and tennis court renovations expected on schedule for 2026) and JE Jim Ramser Park (clearing, demolition and grading underway; anticipated opening summer 2027).
Staff announced a groundbreaking scheduled for October 6 at 2 p.m. for the Academy Gibson athletic fields; pre‑construction coordination is underway. Upcoming bid packages include David Phillips Park (staff hope to bid in October pending review) and continued design/permitting for the Academy Gibson Skate Park, pump track and sculpture garden. Hartsell Park has a prefab restroom on order (scheduled to be onsite in about 12 weeks) and the NCDWQ permit was approved in June. Poplar Tent Trailhead and Wilson Street Park are under internal design; bidding for Wilson Street Park is planned in 2027. The WW Flow Park and Academy Recreation Center are in earlier planning with design hoped for fiscal 2026 and 2027 respectively.
Staff noted a small uptick in investment earnings for the bond fund (about $139,000 since the prior month) and said timelines remain broadly consistent with prior updates. Council asked clarifying questions and staff offered to return with updates if schedules or budgets change.
