Council approves property transfer to WeBuild, demolition order and several infrastructure contracts

At its regular meeting, the Concord City Council approved a series of consent and administrative items affecting affordable housing, code enforcement, and capital‑project design.

The council voted to transfer 361 Fox Street to WeBuild to support affordable‑housing development; the item was presented to council at a prior work session. Council members said the transfer supports the city’s ongoing partnership with WeBuild and affordable‑housing objectives.

The council also approved an ordinance directing the housing code enforcement officer to vacate, close, demolish and remove the unsafe structure at 245 Veil Haven because the property owner had not complied with prior orders.

On infrastructure and contracts, the council authorized a contract amendment (not to exceed $76,314.24) to add a stormwater detention basin design to the commercial service terminal apron expansion project, and authorized staff to negotiate a design contract with RK&K (Rommel, Klepper & Kopp) for the roadway/quadrant design shown in the sewer packet concept (project timing and detailed design to follow). Council also approved entering an agreement with the N.C. Department of Transportation to construct sidewalks associated with a Union Cemetery Road realignment project.

Votes on the consent items were taken as a block; council members voted in favor of the consent agenda during the meeting.

The transfer of 361 Fox Street and the demolition order for 245 Veil Haven will proceed under the terms authorized by the council; staff will carry out the required follow‑up steps, including issuing demolition notices and coordinating with WeBuild on the property conveyance.
