The board approved a resolution granting a waiver from selected sections of the county solid‑waste ordinance and issued a modified solid‑waste license to B & E Recycling Station, which operates a processing facility in Elk River. Department staff explained the waiver allows B & E to temporarily store up to 20 vehicles while removing specific recyclable components (tires, rims, batteries and catalytic converters) before sending vehicles to an appropriate salvage facility.
Maureen (department staff) said B & E is not operating a salvage yard under the waiver, but instead performing a limited processing function and must meet storage, inspection and removal timelines included in the license. The renewed modified license was approved for a five‑year term ending Dec. 31, 2030. Commissioners discussed overlap with existing salvage yards and clarified that processed vehicles must be removed to a salvage yard after recyclable components are harvested.
The board approved a resolution and then approved the modified license as the required follow‑up action. Both votes passed by voice vote.
