Board approves interim housing contract as Serrano High modernization begins; timeline and costs discussed

The Snowline Joint Unified School District board voted to approve a contract with Go Architects to produce plans for interim housing at Serrano High School, a step district staff said is needed so modernization work can proceed while classes continue on campus.
Director of Facilities Bill Flynn said the interim housing plan calls for 14 leased portables (modular classrooms) to be sited where basketball and some tennis courts are now located so classrooms can be moved while the front office, parking and campus improvements are rebuilt. Flynn told trustees the interim housing contract will be submitted "over the counter" to DSA and that approval tonight would let work begin on scheduling and procurement.
Flynn said the district had evaluated purchasing versus leasing and is leaning toward leasing for speed; the district still expects to order new modular buildings later in the modernization sequence where longer-term use is required. Board members asked whether units would be district-owned, about foundation and floor types, and whether acoustical wall assemblies would reduce classroom noise; Flynn said new modular construction can include concrete floors and improved wall assemblies.
On phasing, staff said phase 1 (front office and parking) will take roughly 10 months, with subsequent work on the 400s and path-of-travel concrete work scheduled for summer to limit campus disruption. Construction manager Jeff Carter and staff said Serrano is the first of several modernization projects funded with Measure J and state matching funds (local bond plus state modernization allocations).
Finance staff presented Measure J cash-flow projections showing the initial Measure J deposit and projected disbursements through 2026–27. Board members asked whether the second bond series could be moved earlier; staff said timing is aligned to keep the tax rate near $40 per $100,000 and that increased property values or a decision to issue a BAN (bond anticipation note) could alter timing if needed to start additional projects sooner.
Board members voted in favor of the Go Architects interim housing contract after discussion; the motion carried with no recorded opposition.
