Budget committee amends cooperative‑agreement package, removes $24,000 to avoid conflict and recommends several outside‑agency agreements

The Jackson County Budget Committee considered a series of resolutions authorizing the county executive to execute cooperative agreements with outside agencies that provide public‑health and other services to residents.

Chair Charlie Franklin introduced an aggregate package not to exceed $3,000,000. Committee members circulated and discussed an amendment removing $24,000 allocated to Rose Brooks Center, reducing the aggregate to $2,976,000. A legislator said the change was intended to eliminate a potential conflict of interest for a member who could vote on the package now but would need to abstain once Rose Brooks Center appeared in a future ordinance. The sponsor and committee members said the intent was not to eliminate Rose Brooks's funding but to allow it to be handled separately with a different sponsor and procedural path.

A motion to adopt the amendment (removing Rose Brooks Center's $24,000) passed on voice vote. The committee then voted to recommend adoption of 22007 as amended. The committee separately recommended adoption of 22008 (aggregate not to exceed $2,535,000), 22009 (aggregate not to exceed $350,000) and 22010 (not to exceed $115,000) on voice votes.

During discussion a legislator asked whether allocating $3,000,000 now would affect prior commitments to spend a portion of cannabis tax proceeds on veterans programs. A representative from the county executive's office said he would check the ordinance and resolution language and noted the 2025 budget allocated $10,000,000 of cannabis proceeds and that more than $14 million in receipts had been collected to date; he said further review was needed to determine whether each agency's work would qualify under any veterans set‑aside language.
