Budget committee recommends 24‑month supply contract for calcium chloride and rock salt

Charlie Franklin, chair of the Jackson County Budget Committee, opened the meeting and introduced a resolution to award a 24‑month term and supply contract with two 12‑month renewal options for calcium chloride pellets and rock salt under Invitation to Bid No. 24‑087 to New Life Labs, Inc. (Kansas City) and Humana Chemicals, Inc. (Potomac, Md.).

Keith Allen, senior buyer in the purchasing department, summarized the solicitation: the county issued 119 notifications, 27 parties downloaded the documents, and three responses were received and evaluated. "The vendor is in compliance and I'm willing to answer any questions on this," Allen said.

Committee members asked whether the procurement remained necessary — staff said this resolution reinstates a prior resolution that had been dropped — and whether the inclusion of two 12‑month renewal options would affect pricing. Allen said including renewal options can make a contract more attractive to vendors but that he had no reason to believe pricing in this specific procurement would be less favorable without the renewal options.

After brief discussion, a legislator moved and a colleague seconded to recommend adoption of the resolution. The committee took a voice vote and recommended adoption.

Implementation details: Purchasing confirmed vendors met compliance requirements and the award will proceed to the full legislative process consistent with county procurement rules.
