Muskogee County commissioners approve routine contracts, adopt grant policy and join opioid settlements

The Muskogee Board of County Commissioners voted unanimously Aug. 25 to approve a slate of routine administrative actions, adopt a county grant-management policy and participate in national opioid settlement agreements.

The actions, taken at a regular meeting attended by Chairman Ken Doke, Vice-Chairman Keith Hyslop and Commissioner Kenny Payne, included approval of purchase orders, monthly reports, the June 30, 2025 financial statement, and the minutes of the Aug. 18, 2025 meeting. Commissioners also approved a FEMA-4438-DR-OK State-Local disaster assistance agreement between the State of Oklahoma and Muskogee County.

The board adopted a Muskogee County Grant Management Policy that the motion says governs procedures for applying for, receiving, managing and reporting on local, state and federal grants. The policy text as described at the meeting lists funding sources including the U.S. Department of Agriculture, the Oklahoma State Department of Commerce, the Oklahoma Department of Transportation, ARPA, FEMA and HUD.

Commissioners approved a janitorial services contract between the Muskogee County Health Department and Squeaky Clean that begins Sept. 1, 2025 and terminates June 30, 2026 at a price of $3,430.15 per month. The board also approved an application and utility permit from Okmulgee County Rural District 20 to erect, construct and maintain a waterline at 20055 Carl Road in District 3.

The board approved two resolutions related to nationwide opioid litigation. Resolution 2025-07 authorized Muskogee County’s participation in the Purdue Pharma LP and Sacklers settlement; Resolution 2025-08 authorized participation in settlements with generic opioid manufacturers. Both motions were recorded as approved by acting District Attorney Mark Collier.

In executive session, the board authorized Fullmer Sill Law Firm to settle certain claims in opioid litigation (BOCC v. Cephalon Inc, case No. 1:20-op-45155-DAP). The board entered executive session at 9:08 a.m. and exited at 9:23 a.m., approving authorization for the law firm to settle the claims.

Other approved items included an extension letter and a response letter to the Oklahoma Department of Commerce concerning Contract 18664 (CDBG-DR19) and an amendment to Resolution 2025-05 (Outstanding Employment Performance Program) that revised Section 1, Item B regarding allowable funding sources for performance stipends.

After transacting business the board recessed for a routine tour of the Muskogee County Jail and reconvened later the same morning before adjourning at 10:52 a.m.
