Carlyle council approves event contracts, franchise ordinance, equipment sale and concrete bid

Carlyle City Council, meeting Sept. 8, 2025 at Case Halstead Library, approved several routine contracts, ordinances and bids affecting city events and street repairs.
The council approved two event contracts forwarded from the Finance Committee: a King Kat Catfish/Kids’ Event contract and a Crappie Fishing Tournament contract, each at $3,750.00. The motions to approve both contracts were made by Alderman Jeff Taylor and carried by unanimous roll call votes.
Council approved an ordinance adopting a new Charter franchise agreement for cable service. City Administrator Brad Myers and City Attorney Joe Heiligenstein said the ordinance creates a five-year franchise term with a possible five-year extension if there are no complaints and adjusts wording to address future cable providers that might pay a different franchise fee. The ordinance passed by unanimous roll call vote.
The council also approved an ordinance declaring a 2005 Chevy K2500 Silverado from the Street Department as surplus and allowing sealed bids for its sale, with bids to be accepted through Oct. 8, 2025. The motion passed unanimously.
For roadwork, the city received one bid from Beelman Logistics for 380 yards of concrete at a total cost of $62,700.00, to be funded with motor fuel tax funds and used for road repair including work on State Route 127. The council approved the bid by unanimous roll call.
Other administrative items included approval of minutes, payment of claims and the treasurer’s report, all by unanimous vote. City Administrator Brad Myers reported that the recent street fair went well and Chief of Police Mark Pingsterhaus said police observed little to no activity during the event.
The meeting concluded with an announcement that the Employee Concerns Committee has a union negotiation meeting scheduled for Thursday and an adjournment at 7:16 p.m.
