Richmond Sanitary District awards $1.6 million contract for wastewater treatment plant levee upgrades

The Richmond Sanitary District Board of Commissioners on Aug. 26, 2025 awarded a contract to Brumball Construction Incorporated of Arcana, Ohio, to complete levee improvements at the wastewater treatment plant for a contract price of $1,598,728.
Staff said the levy-upgrade project began in 2017, when Christopher Burke Engineering evaluated the levee around the treatment plant and recommended improvements to reach certifiable protection levels. The board received two bids; district staff and Christopher Burke Engineering recommended awarding the contract to the lowest responsive and responsible bidder, Brumball Construction.
Staff told the board the district received a $750,000 OCCR grant toward the project and that budgeted and reserved district funds will cover the remainder. During discussion board members asked about construction staging and protection of the riverbank and were told erosion-control and other measures would be in place during construction. Staff said most upgrades are on the north end of the existing levee and not immediately adjacent to the river channel.
The board moved, seconded and approved the award as presented.
