County approves several facilities contracts: Comcast firewall, Otis elevator maintenance and roof repair award pending legal review

IT director Jim Fluke presented a 36-month agreement with Comcast for an enterprise-managed firewall at a county mental-health facility. The device and management service are required before the county can obtain a certificate of occupancy and to enable remote monitoring of alarms; commissioners approved the $293/month payment plan and installation fee.
Don Chambers, superintendent of maintenance, presented elevator and roofing contract comparisons. The county had been paying Murphy Elevator roughly $867.69/month for three elevators. Otis proposed servicing four elevators for $664/month, reducing annual costs from about $10,412 to about $7,968 and producing roughly $2,444 in annual savings; commissioners approved moving to Otis but asked county counsel to negotiate liquidated-damages language before final execution.
Chambers also presented three quotes to fix ongoing leaks and install two new drains at the Justice Center roof above the property room. The recommendation was to accept A & S Roofing's $37,950 bid because it avoids shutting down building systems and includes a 20-year warranty; commissioners approved the A & S award pending legal review of the contract and clarified procurement and deposit/payment expectations.
Commissioners instructed staff to coordinate billing arrangements where parts of contracts will be charged to different departments and to resolve whether half-down deposits were acceptable for the awarded contractor.
